Yes and no. If you are receiving a care package privately or via Direct Payments then it is your choice if you should wish to change your provider. You would simply need to provide the required notice period to your current provider, whilst Premier Homecare prepares to set up your new care package. If you receive funding via Social Services you would need to speak with your Social worker, who should be able to assist you in your choice.
